The Consumer Support Services program in Minnesota will soon be replaced by Community First Services and Supports (CFSS). This new self-directed service will provide participants with more options and flexibility in how they receive care.
The new program will be implemented by the Minnesota Department of Human Services. It will replace the state-funded Consumer Support Grant benefit. CFSS will also allow participants to purchase items to help with their independence. However, the federal government must approve the program before it is launched.
CFSS is a healthcare program that will enable participants to live more independently and safely in their homes. Participants will receive health and home care services, including assistance with activities of daily living and instrumental activities of daily living. CFSS also provides additional support for people to develop and write Service Delivery Plans.
People who are eligible to receive CFSS can choose to work with a private agency, hire a family member, or use their own support workers. CFSS is similar to the Personal Care Assistance (PCA) program in many ways. PCA is funded by the state and allows participants to hire family members, friends, or other non-family members to provide home care.
