In a somewhat confusing turn of things Lord Martanos appears to spawn every 30 minutes. Even though that could mean that the spawning occurs every 30 minutes within a set timeframe (so 7:00, 7:30 8:15, etc.) there is a chance that his timer could be off every now and then.
